(715) 743-5357 Scott A. Haines Sheriff Scott A. Haines was elected as the Sheriff of Clark County, Wisconsin in 2019 and continues serving in this capacity to the present day. Sheriff Haines has 29 years of experience in law enforcement, beginning his career in 1990 when he was hired by the Greenwood Police Department as a patrolman. In 1993, he was hired by the Colby/Abbotsford Police Department as a patrolman. In 1999, he was hired by the Clark County Sheriff Office as a Communications/Corrections Deputy. In 2002, he was appointed to the Drug Investigator position and became a member of the West Central Drug Task Force, Eau Claire. During his career, Sheriff Haines has performed a variety of law enforcement duties from Patrolman to Criminal Investigator. He conducted special investigations pertaining to illegal drug distribution including informant management and delegation of team member responsibilities; gang activity and assisted Detectives with major cases. He directly worked with a network of local and State law enforcement professionals. He sustained a low profile to observe and procure information critical to case development and apprehension of criminal offenders involved in minor to federal offenses. Attended court hearings to provide official testimony, primarily in relation to drug cases. Prepared detailed incident reports and maintained sensitive, confidential case files. Trained certified law enforcement officers from our office and outside agencies in high risk emergency operations, vehicle contacts, emergency vehicle operation and use of force issues through scenario based training. Today, Sheriff Haines strives to implement a high level of training and technology at the Sheriff's Office to better serve and protect the citizens of Clark County. Email Ph. (715) 743-5370 James Hirsch Chief Deputy Chief Deputy James Hirsch grew up in Marshfield and currently lives in the Abbotsford area with his wife and two boys. He obtained a Bachelor’s Degree in Criminal Justice from the University of Wisconsin–Oshkosh before attending the Law Enforcement Recruit Academy in Wausau. He was hired in March of 1997 and held a variety of positions in the Sheriff’s Office: Dispatcher/Jailer, Patrol Deputy and Training Officer, Patrol Sergeant, Communications/Corrections Captain, Patrol Captain and finally Chief Deputy in April of 2014. Email Ph. (715) 743-5377 Todd Tessman Jail Captain Captain Todd Tessman grew up in Tomah, WI and relocated to Neillsville in 1985. Todd graduated from Neillsville High School in 1987. Todd was a full time member of the National Guard and worked full time at Ft. McCoy, WI until he retired in 2014 as a Chief Warrant Officer. Todd was deployed to Iraq for Desert Storm from 1990 - 1991, Operation Iraqi Freedom from 2004 - 2005. Todd graduated from State Correctional Academy in 1998 and was employed at Waupun Correctional until accepting a Corrections Officer position at the Clark County Jail in October of 1998. Todd was promoted to Sergeant in 2005 and to Jail Captain in 2018. Todd is a member of CREEPS, CERT, and is Corrections Officer certified. Todd was employed with the Sheriff's Office from 1998 to 2006 and 2014 until present. Email Ph. (715) 743-5364 Wade Hebert Patrol Captain Captain Wade Hebert is from the Loyal WI area. He has a Associates Degree in Criminal Justice from Mid-State Technical College and a Bachelor’s Degree in Criminal Justice from Central State University. He has been with the Sheriff’s Office since 2006, starting as a reserve deputy. He was hired full time as a corrections deputy, then transferred to a patrol deputy shortly after. In 2015, he was promoted to Patrol Sergeant, overseeing a patrol shift. Since 2008 he has held several positions and assignments within the agency. He is a field training officer, training new hires for several years, and attained the role of field training coordinator, overseeing the program. He has been a member of the county’s Emergency Response Team (ERT) for several years, where he currently is the team commander. He has conducted pre-employment background investigations and over sees the program. He also is a state of Wisconsin certified instructor in various law enforcement topics and trainings. Kirn Detective Captain Captain Kerry Kirn obtained his Associate Degree in Police Science and has a Bachelor of Science Degree in Criminal Justice. He started with the Clark County Sheriff's Office part-time in July of 1991. He started his full-time career in March 1993 working as a Communications/Corrections Deputy and ultimately was promoted to a Patrol Deputy in May 1996. In December of 1998, Kerry was promoted to Detective for the Sheriff's Office and worked in that position until he was again promoted to Detective Captain in March 2019. Email Ph. She began her career with the Sheriff Office in June of 2003 as a Communications/Corrections Deputy where she also assisted as a Training Officer and member of C.E.R.T. Modern camping and recreation conveniences provide for multi-season outdoor experiences. The associated Rock Dam Lake offers substantial opportunity for water-based recreation and relaxation. Rock Dam County Park is a hub area for forest based recreation. ATV enthusiasts can enjoy immediate campsite trail access, with a wide variety of trail riding experiences. Campsites are available for reservation May 1st through September 30th. Self-registration camping is available throughout the remainder of the year but please note that campground facilities are extremely limited during this time and we cannot guarantee access during these months. The request is made to the municipal clerk in writing by using the Application for Absentee Ballot, or by letter requesting an absentee ballot which substantially provides the information required on the application form. The elector making the request must sign the application. (If a request is made for more than one person residing at the same address, each person must sign the request). Register in Probate Register in Probate | 517 Court Street, Room 403 | Neillsville, WI 54456 | (715) 743-5172 Mission Statement It is the mission of the Register in Probate to expediently handle all probate, guardianship, juvenile, and adoption cases that may legally come before the office in a timely and judicious fashion and to serve the people of Clark County in a knowledgeable, precise, and understanding manner. Kim Bredlau Registrar Email Cases The Office of the Register in Probate handles a variety of cases. The main type of cases that this office is noted for is the probate of wills. This procedure is necessary to properly transfer solely owned property to the heir according to the will. This procedure can either be done formally (in court) or informally through the office itself. Additional Responsibilities The office is also responsible for guardianship cases. These guardianships would involve both adult and minor guardianships. Guardianships cases involve the appointment of a guardian for both estate and personal / medical needs and require an annual review pursuant to Wisconsin Statutes as far as placement and accounting of assets. Mental cases for both juvenile and adult cases are another type of cases that this office handles. These cases also require an annual review for proper and continued placement. The other types of juvenile actions that are handled through this office are, JIPS (juvenile in need of protective services) and CHIPS, (children in need of protective services). This office would be responsible for receipting for the payment and distributing the restitution. Adoptions and TPRs (Termination of Parental Rights) are also handled through this office. This procedure requires an in court appearance and is closely monitored by the State of Wisconsin and we must forward proper documentation for amended birth certificates. Lodging and Recreation Licensing The Environmental Health Sanitarian is responsible for the licensing and inspection of all restaurants, hotels, tourist rooming houses, bed and breakfast establishments, vending machine operations, campgrounds, recreational-educational camps, temporary food establishments, and public swimming pools within the county. All public facilities previously listed must obtain a license before opening for business. Each facility is inspected annually to ensure that proper health and safety standards and state codes are being followed. Clark County Beach Water Quality Tests Clark County beaches and swim areas are tested for E. Coli by the Clark County Health Department. The results of these tests are passed along to the Clark County Forestry and Parks Department where they are placed on this website for public knowledge. Samples are typically taken on a Monday with results coming back mid week. If a sample comes back elevated, a re-test is completed. If the re-test sample comes back elevated, notifications are posted below and appropriate warning signs are placed at the location of the elevated sample. No Advisory means that the current E. coli levels in the water are considered normal. Yellow Advisory means that the current E. coli levels in the water are elevated higher than normal and an increased risk of illness may be present. Users should swim at their own risk. Make sure you do not ingest the lake water. Shower after swimming. Wash hands before eating and do not swim if you are ill. Red Advisory means the beach is currently closed because the current E. coli levels in the water are extremely elevated and serious risk of illness may be present. Users should not be using the beach because it is closed. Algae Advisory means that the local health department has determined that this lake is currently experiencing visible levels of Algae. Local health officials cannot easily determine when algal toxins are being produced or are present. Anyone considering recreation on or in the water should use practice their best judgment. Please visit this DNR website for more information on the potential harm of this algae. What Causes An Elevated E. coli Level? The actual source of these E. coli are unknown. In Fact, they likely originate from a multitude of possible sources, including human waste, bird droppings, agricultural run off, or even naturally occurring E. coli present in the soil.
